Soil is a natural resource that is included in the renewable category, but if groundwater is not managed properly, its potential availability will decrease. DKI Jakarta and several large cities around it (Jabodetabek) are densely populated areas with very rapid development, especially in the economic sector and infrastructure development. Along with rapid development in the region, the need for clean water to meet daily needs is also increasing. On the other hand, the supply of clean water from drinking water companies (PAM) is still not optimal in meeting clean water needs, so groundwater is still the main source to meet people's daily needs and for commercial purposes. Excessive use of groundwater and not paying attention to the environment can cause degradation of the groundwater environment such as a decrease in the quality and quantity of groundwater, salt water intrusion and other subsequent impacts such as land subsidence. As a form of central government concern for the development of groundwater and environmental conditions in the Jabodetabek area, in 2013 the Ministry of Energy and Mineral Resources (KESDM) established the Groundwater Conservation Center (BKAT) through Minister of Energy and Mineral Resources Regulation No. 24 of 2013 which has the technical task of monitoring groundwater conditions and mitigating the impact of groundwater extraction in the Jakarta Groundwater Basin (CAT) and developing groundwater conservation technology. The Ground Water Conservation Center is a technical implementation unit (UPT) within the Geological Agency which is under and directly responsible to the Head of the Center for Ground Water and Environmental Geology (PATGTL) which is located at Jalan Tongkol No. 4 Pademangan – North Jakarta.


In general, the scope of BKAT's work area in the Jakarta Groundwater Basin, which administratively includes East Jakarta City, West Jakarta City, North Jakarta City, Central Jakarta City, South Jakarta City, Bogor Regency, Depok City, Tangerang City, Tangerang Regency, South Tangerang City , Bekasi City and Bekasi Regency. Along with mining, in 2021 the Minister of Energy and Mineral Resources Regulation No. 34 of 2021 concerning Technical Implementation Units within the Geological Agency. Based on this regulation, BKAT received additional new duties with the addition of the work area in the Serang - Tangerang Groundwater Basin, which administratively covers the areas of Serang City, Serang Regency, Tangerang City, Tangerang Regency, Pandeglang Regency, Lebak Regency, Cilegon City and Bogor Regency.
